Background

The Fayoum wastewater expansion programme extends sanitation to more than 940,000 people across six rural districts, financed by EBRD, EIB and the Neighbourhood Investment Facility. Multi-lender infrastructure of this kind must satisfy Egyptian approval requirements and each lender's environmental and social framework simultaneously, while the works themselves run through inhabited rural areas where land, access and disruption are live community issues.

Objective

Support EBRD/EIB/NIF-financed wastewater expansion with environmental studies.

Outcome

The assessment satisfied both national approval requirements and the environmental and social conditions attached to international financing, which is what allows a programme of this size to reach financial close. Structured stakeholder engagement across six districts also reduced the risk of access and land disputes emerging during construction.

Standards and frameworks applied

  • EBRD Environmental and Social Policy and Performance Requirements
  • EIB Environmental and Social Standards
  • IFC Performance Standards
  • Egyptian Environmental Law 4/1994
