Waste Management / Strategy
Preparing Master Plans of Solid Waste Management for Qalyoubia, New Valley, Red Sea and South Sinai
Preparation of solid waste management master plans for four governorates as part of Egypt's national solid waste management strategy.

Background
Qalyoubia, New Valley, Red Sea and South Sinai have almost nothing in common as waste management problems. Qalyoubia is dense and peri-urban; New Valley is vast and sparsely populated; Red Sea and South Sinai are tourism-driven with sharp seasonal peaks and sensitive coastal environments. A single national template would fail in at least three of them, so each governorate required its own technically and economically grounded plan.
Objective
Develop short-term and long-term solid waste management strategies supported by engineering and techno-economic assessments.
Outcome
The four master plans gave each governorate an investment-grade basis for solid waste decisions, matched to its own geography, density and economy rather than a uniform national template. Techno-economic analysis is what makes such plans fundable: it converts a strategy into a capital programme with costs attached.
Standards and frameworks applied
- Egyptian Waste Management Law 202/2020
- National Solid Waste Management Programme framework
- International good practice for integrated solid waste management
